Lovely's Law was created to protect individuals from emotional manipulation and ensure accountability for those who engage in deceptive romantic practices.

Lovely's Law, also known as The Love Bombing Prevention Act, is a crucial step toward protecting individuals from the manipulative and harmful tactics of love bombing. Love bombing involves overwhelming someone with excessive affection, flattery, and attention to gain control and manipulate their emotions. This form of emotional abuse can lead to severe psychological trauma, financial loss, loss of self-esteem, and even physical harm.

Love Bombing Prevention Act

Section 1: Title
This Act may be cited as the “Love Bomb Prevention Act.”


Section 2: Findings and Purpose
(a) Findings:

        •       (1) Love bombing is a form of emotional manipulation where one party intentionally and excessively showers another with attention, affection, and promises of a future to manipulate and control.
        •       (2) Victims of love bombing, predominantly women, often experience significant mental and emotional suffering.
        •       (3) Love bombing can lead to long-term mental health conditions, emotional trauma, and severe distress.
        •       (4) Women subjected to love bombing are often mentally and emotionally abused, resulting in lasting psychological harm and trauma.

(b) Purpose:

        •       To protect individuals from emotional manipulation and ensure accountability for those who engage in deceptive romantic practices.

Section 3: Definitions
For the purposes of this Act:


        •       (1) Love Bombing: The act of intentionally and deceitfully engaging in excessive romantic gestures, promises, and actions without genuine intentions of pursuing a long-term relationship.
        •       (2) Victim: Any individual who has been subjected to love bombing.
        •       (3) Perpetrator: Any individual who engages in love bombing.

Section 4: Prohibited Conduct
(a) It shall be unlawful for any individual to:

        •       (1) Engage in love bombing with the intent to deceive or manipulate another person.
        •       (2) Accept significant gifts, monetary or otherwise, from a person under false pretenses of romantic interest.
        •       (3) Make false promises of a future relationship to manipulate another person.

Section 5: Penalties
(a) Civil Penalties:


        •       (1) Any person found in violation of Section 4 shall be liable to the victim for damages, including:
        •       (A) Compensation for financial losses incurred by the victim.
        •       (B) Compensation for emotional distress and mental health treatment as determined by a court.
        •       (C) Any other damages the court deems appropriate.

(b) Criminal Penalties:

        •       (1) Depending on the severity and circumstances, individuals found guilty of love bombing may face:
        •       (A) Fines up to $10,000.
        •       (B) Imprisonment for up to 1 year.
        •       (C) Mandatory counseling for emotional manipulation and abuse.

Section 6: Enforcement
(a) The Attorney General shall have the authority to enforce the provisions of this Act.
(b) Victims may also bring a civil action in a court of competent jurisdiction for relief from violations of this Act.

Section 7: Education and Awareness
(a) The Department of Health and Human Services shall develop and disseminate educational materials about the harms of love bombing and resources available for victims.
(b) A national hotline shall be established for victims seeking assistance and guidance.

Section 8: Severability
If any provision of this Act, or the application thereof, is held invalid, the remainder of this Act shall not be affected thereby.

Section 9: Effective Date
This Act shall take effect 180 days after the date of enactment.
